Municipal tax time is here and the annual PR game has commenced. Official tax notices will not be sent until the beginning of June, but time moves fast. In the meantime the District has indicated property tax increases for 2008/09 will be between 4% and 5 %.
My advice to homeowners is not to take this as gospel. Indeed, indicating to the public early that increases will be higher than is actually planned is part of the annual game.
It provides local politicians with an opportunity to declare with great solemnity that such “high increases” are not acceptable and that between now and June, ways must be found to reduce the increase which was planned all along. This always sounds good.
Another twist is the annual increase in the assessments. In many cases they are uneven. Residents whose assessments have increased above average will be paying correspondingly more. If taxes for homes go up above average, the district will claim not guilty. Assessments are a provincial matter. At the same time it is convenient to hide behind.
Even so, the task of local government is tough. Provincial and Federal governments are bragging about their swollen coffers. But instead of sharing this “surplus” with municipalities and cities across Canada to upgrade infrastructures, build housing, health and recreation facilities, they will dole out the money to boost their own image. It is an altogether political if not disgusting charade made in Canada.
In the meantime cities and municipalities are being starved except that senior governments go one step further. They legally steal money out of the pockets of local governments. That is the case with gasoline tax. Canada is the only developed country which excludes local governments from sharing the national or provincial pie. It leaves local governments only with the property tax. Homelessness, crime and massive environmental problems are building up. Canada’s cites are decaying and becoming increasingly hostile places to live.
Even so municipal Councils are not always forthright. In the District, in the last 15 -20 year’s taxes have not been what were stated. Reserve funds were steadily accessed and even eliminated. Dr. Corrie Kost, an outstanding and respected community activist calculated that real average tax increases in the District were not between 4% and 5 % annually as announced during many of those years but closer to 8% to 12 % annually.
This has resulted in serious problems especially in the field of maintaining District assets. According to a recent study hundreds of millions of dollar are now needed to bring them up to standard. This includes recreation facilities. Reserve funds such as the District Heritage Fund along with generated interests set up to be used for that purpose are virtually gone. The upshot is that district council, is now considering to either closing facilities including pools under the guise of consolidation and/or privatising them.
Protestations to the contrary can be safely dismissed. On a final point, there is the question of tax distribution between various property categories. In the last few years District Council has given industries a reduced tax rate at the expense of homeowners. This despite the fact that industrial taxes can be written off while taxes for homes cannot.

Civic opposition parties to keep the public informed in the District of North Vancouver about crucial issues such as the truth behind taxation do not exsist.
The North Shore political establishment has told District taxpayers that "we are all one harmonious family and other than arguing about whether 143.000 or 144.000 angels can sit on the tip of a pin "we don't argue and we are all getting along fine". It is called the " Municipal Harmony Club".
Unlike the provincial or federal scene or even in many other cities and municipalities where opposition parties dig and keep the government honest or at least try to, in the District of North Vancouver most people never find out what is really going on.
It keeps the people happy and the local politicians even happier.
It also reduces the need to vote. Only 3 out of 10 people vote during municipal elections.
It suits the North Shore political establishment which is indirectly responsiible for the gross mismanagement of the District and prevents the public from accessing its own land on the foreshore for example.
At the same time everybody is praising the emperor's beautifull clothes. Ignorance is bliss. "See no evil, hear no evil and speak no evil."
The number one task of the North Shore establishment now and ever more which includes most adherents to the old line parties is to prevent any civic opposition party from materialising.
Heritage Fund did you say? What Heritage Fund? What foreshore land?
Yeah...it explains why Don Bell in violation of every conceivable democrtic principle got away with decreeing that no member of council may submit and explain a motion to the public without it being seconded by one of his little runners first.
How about sending Don Bell to Afghanistan to teach Afghans Democracy?

Volunteer Grit consultant Kevin Chalmers cofounded the 2006 campaign to "de-elect" MP David Emerson in Vancouver Kingsway. Chalmers later worked as B.C. communications director for Liberal leader Stéphane Dion's leadership campaign.
"At the end of the day, and I don't know the details surrounding it [Wilson's resignation], but there are two questions coming to mind," Chalmers said. "Is he going to be the Liberal candidate? If he is not, there is a process of putting someone in place, and then it is a question of when the next election is. Is it helpful that the next election is, hopefully, not until spring? Yes, dear God, yes. At the end of the day, might we pick up seats where we didn't expect it, say in Prince Rupert? Yes, there is a stronger possibility of that than people might think. So, it is a mix."
Chalmers, who lives on the North Shore, said he did not think North Vancouver Liberal MP and former District of North Vancouver mayor Don Bell was at risk over what is happening farther west. The Conservatives have nominated investment banker Andrew Saxton in North Vancouver.
"I don't think it will affect Don in any way," Chalmers said. "Don's got a good organization. He's a good campaigner. He's popular; he's got a lot of support that is not only Liberal in nature. He was mayor there and he has a lot of guys who are 'Reagan Democrats', but backwards–the people who vote for him as a Liberal who are maybe small-c conservatives. So I am not too worried about Don and his riding. He is very good at constituency work and being in the community."
Ernie was on every single council that dipped into the Heritage fund... How come he was so ineffective at stopping it?
I am not surprised Roger Bassam is reacting so violently to the idea of a civic party in the District of North Vancouver.
In the meantime Ernie's post's are, shall we say, interesting.
Roger Bassam's contribution on the other hand consists of one world only and even that is not in the dictionary.

I think Ernie answered your question.
"Don Bell in violation of all democratic principles", I think he said "decreed that no motion could be submitted and explained unless it was seconded by one of Don Bells friends first.
Motions regarding the District Heritage Fund would be one item not to the liking of Don Bell.
I think Ernie also said this is one more reason why a civic opposition party is needed in the District and why, on the other hand, Don Bell and his friends would fight it tooth and nail.
I thought we are talking about taxes in the District and why under don Bell they have gone from the lowest in the region to the highest?
This is on top of the Heritage Fund and the $ 91 million Infrastructure Reserve Fund.
What I woudl like to know is why the recreation facilities were not maintained. There is nows a petition going around.
I think if the truth comes out it will damage Don Bell quite a bit - despite "Cunningham's" optimism.
Being a Liberal he could not very well say anything else. It all depends how much of the dirt Don left behind will turn up.
If there is a federal election after the 2008 municipal election Don's goose might be cooked.

Again, you can say all you want about Ernie, Wendy and John (or WERNIE as you affectionately call them), but at the very least they are putting issues up for debate. All you have to do is look at last week's edition of the North Shore Outlook to see that they have catapulted the discussion on Lynn Valley "re-development" to the front pages (see how many letters their little paid for opinion piece has generated).
I have taken a lot of heat (okay that's not quite the right word) over the past few years by people wanting me to silence "Wernie". But my response has always been, step up to the plate and take a position yourself - PUBLICLY!
We have policies in place here on the BLOG that limit the amount of main topics one person can post. However, in the absence of other main topic posts their discussion stays front and centre.

I knew there was at least one man on the North Shore who takes freedom of expresion seriously.
For what it is worth, I did not agree very often with Doug Collins of past fame, but so help me, when they wanted to shut him and the NEWS up for saying things some people did not like, I mobilised close to 80 BC municipalities in defense of the NEWS to print as they saw fit.
I got a lot of static from people including even from some of my friends.
My answer? ......If we don't defend Doug and the NEWS when they come for them, who will come to our defense when the nerds come for us?
Virtualy all Councils in BC joined and signed the letter defending freedom of expression and the right of the press to print as they see fit.
If there is one thing I hate in this world, it is witch hunters.
I found in the course of my life that they come in different shapes and creeds but there is one thing they have in common, it is called ignorance.
I hated a certain Mayor, not so much because in my opiniopn he was irresponsible and a dilletante but because in violation of all democratic principles he denied me the right to carry out my right as an elected offcial to speak.
I might mention and it is ironic that only a few old fashioned North Shore Conservatives came to my defense at the time.
As for Wendy Qureshi?... she is doing a great job. If she din't, the North Shore Philistines would not be so determined to crucify her.

I used to post, both anonymously, and over my name from time to time. As much as you encourage me and others to post, the fact is I don't want to anymore. Where a post once generated some interesting discussion and debate, often some good fun too, it now only generates abuse and name calling from the three amigos. They don't debate Barry, you know that. They just denigrate anyone who disagrees with them and pompously restate their positions on the same five or six topics over and over and over and over. It's way beyond painful reading this self-important crap day after day.
Hardly anyone comes to your blog any more. Look back a year or two and look at all of the folks who made this blog lively and interesting. The vast majority have just stopped visiting, stopped posting, stopped commenting. We all know why.
I'll check back in a few months to see if this is still Wernieland.
And having heard that last comment, is the North Shore Outlook on its last legs too?

Whatever happened to Barry's Post Label protocol? DNV has been hovering at 33 for what seems to be months, and of course CNV's rating does belong at a respectful 10.

Thank you, but I wonder just how many bloggers realize that freedom of the press, freedon of assembly, the right to express an opinion without fear, be it by speech or in written form is enshrined not only in the Canadian Bill of Rights but also in the United Nations Charter.
I wonder too, just how many bloggers who will wear the poppies on their lapels these days really understand that the reason we have at least a measure of freedom is because Europe's human vanguard, espcially Europ's working men and women and later on Canada's own vangard fought and spilled their blood on the altar of freedom.

George, what's the big deal about going direct from work to Council? I do that nearly every week - I had one Council member ask about that and my response was "____, you hardly ever see me other than when I've come directly from work"
As for Ernie's claim about taxes, I pay taxes to DNV both personally and for my business. Over the last 3 years if I've gotten a break on my TOTAL corporate tax bill I need a new calculator.
[While I do not own my building, I am required under my lease to pay the municipal taxes. My building is assessed at roughly 80-85% what my house is assessed at - my municipal personal taxes are about $350 / month while the store's taxes are more than three times that. I've made the point at Council that property assessments are a poor estimator of ability to pay for businesses but that changes of this nature could only be done in Victoria - not on Queens or 14th Street]
District gave commercial taxpayers a 2% cap for 2006 ONLY but the Translink parking tax more than clawed back any saving NV District gave us.
DNV commercial taxes are only a single element in the total "municipal tax burden" that we pay on our annual tax notice.
As for the other posters here, I am completely mystified at the connection between Don Bell and Pol Pat or 'the fascist beast' particularly in a discussion allegedly about municipal taxes!

You hit the nail on the head. Just because a business can "write" off the taxes doesn't mean a property tax increase doens't hurt any less. Any tax increase for small businesses hits hard. A restaurant is lucky if it can become profitable after three years in business. However, even if your restaurant/business is losing money the property tax bill keeps on growing. Now most businesses accept the fact that they will pay greater taxes per $1000 in value than residents. However, the tired increase the property "tax" for the greedy corporations is just plain unfair to small businesses such as yourself.

To anon 9:20 - yes I read all the postings and well understood both the content and the context. What I *don't* understand is what any of that has to do with the municipal budgets and the overall level of tax increases compared to the economy.
I mean I like Mozart and Beethoven and if you catch me in the right mood I'll discuss comparisons between the two in more detail than you would probably like but I equally see no relevance between them and the level of our local taxation.

The second post was in response to the first. It's as simple as that.
As the first post had nothing to do with the topics you mentioned it logically follows that the second couldn't either.
When we look back at this blog it is very commonplace that a sub-topic, allegation, or definitive statement is posted that has little or nothing to do with the main topic. Also commonplace that a discussion ensues.
I used to worry about this blog sticking to the topic too but that's not going to happen so I'm happy to go with the flow and respond to the discussion as it unfolds in the moment.
On the other hand, I understand a level of past frustration when posters don't stick to the topic and accept your point as accurate but hopeful.
